Shortly after banishing the extremist Cult of the Titan, Syli realized that it was sandwiched between two hostile nations who shared similar ideologies. Additionally, many government members of Syli began to call for a monarchial government, citing the need for a single strong leader to help Syli recover from the First Vigil. After an attempted coup, Syli banished monarchists to the southeastern corner of Eastland, where they declared themselves to the the nation of Keter. In the short-term, Syli's plan was ingenious. The populace of Keter strongly disliked Milisan, and the feeling was mutual: strong semantic autocracy and zealous religious practices tend not to mix. Any attempt by Milisan or Keter to wage war against Syli would surely be met by the other party seizing advantage against the belligerent. Also, Syli could establish mutually beneficial trade patterns with the two nations once the past was behind them.
Keter, initially a feudalistic absolute monarchy, has since gradually reformed to a constitutional monarchy. In the Third Vigil, it formed the Radiant Alliance with Milisan, transcending any ideological differences the two parties may have had.
